Energy Industry Council at AUPET
The second meeting of the Energy Industry Council was held based on the Gumarbek Daukeyev Almaty University of Power Engineering and Telecommunications named after G. Daukeyev. The meeting was devoted to the practical implementation of the instructions of the Head of State Kassym-Jomart Tokayev and the discussion of the national project "Development of Coal Generation" (Resolution of the Government of the Republic of Kazakhstan No. 184 of March 20, 2026).
The meeting, chaired by the Vice Minister of Energy of the Republic of Kazakhstan Sungat Yesimkhanov, was attended by the leadership of the relevant ministry, top management of large energy holdings, and leading scientists of the country.
Implementation of the national project and technological potential
The adopted project covers the next five-year period of development of coal generation in the country. It is aimed at ensuring clean technologies for the development of coal generation, as well as giving impetus to the quality of training of specialized specialists in the industry. The rapid growth of digital infrastructure and computing power requires not only an increase in volume, but also a deep technological transformation from the energy sector.
During the visit, the vice minister got acquainted with the technical base of the AUPET. The delegation was presented with laboratory developments in the field of automation and intelligent systems, which are aimed at import substitution and increasing the energy efficiency of national networks. Within the framework of the technological block, experts discussed the development strategy of the industry until 2030:
"Clean coal" technologies - to reduce emissions (speaker - Professor A.A. Kibarin);
Artificial intelligence - for predictive analysis in energy (speaker - D.A. Sinishin);
Smart Power Grid - digital systems for network management (speaker - O.D. Baimakhanov).
Personnel training and retraining
In the framework of the implementation of the national project, special attention was paid to the development of human capital. As the participants noted: the success of technological modernization of HEI plants and the introduction of environmental standards directly depend on the qualifications of personnel. The national project envisages not only training a new generation of engineers, but also large-scale retraining of existing personnel.
This involves the creation of flexible educational programs and centers of competence, where practitioners can master the work with digital services and modern decarbonization systems. Representatives of the country's leading universities took part in discussing this strategy and the importance of synergy between science and industry: AUPET, Al-Farabi Kazakh National University, Abylkas Saginov KarTU, Satbayev University and Toraighyrov University.
Conclusion
The work of the Council made it possible to harmonize the objectives of the National Project with the resources of the educational and scientific environment. The main result of the meeting was an agreement on the creation of a system of training and retraining of personnel in accordance with the specific needs of technological modernization of HEI plants and the development of digital networks.
The interaction of the Ministry of Energy, industry holdings, and the university community will become the basis for ensuring the country's energy security and the successful implementation of the Strategy until 2030.
