Response to the law of the Republic of Kazakhstan “On the status of a teacher” and the “State program for the development of education and science for 2020-2025”

On the eve of 2020, the law “On the status of a teacher” was adopted and the “State Program for the Development of Education and Science for 2020-2025” was approved. These significant events that the whole Kazakhstani pedagogical community were looking forward to.

The adoption of this law emphasizes the importance of the role of teachers in society and immediately significantly increases the status of this profession. The law, which includes 21 articles, supports all teachers engaged in professional activities in educational organizations, determines its status and rights, social guarantees and restrictions, duties and responsibilities. The corresponding part of the Constitution of the Republic of Kazakhstan, the law “On Education” and other regulatory legal acts was included in the law.

The State Program for the Development of Education and Science of the Republic of Kazakhstan for 2020-2025, adopted at the end of December 2019, is also aimed at resolving all key issues in this area. It provides and covers the key issues raised by N.A. Nazarbayev and K.K. Tokaev. A number of strategic and program documents, including the program “Rukhani zhangyru” formed its basis.

Serious tasks for the modernization of teacher education are set in this important document:

– raising the education and science of Kazakhstan to the level of global competition;

– the formation of an effective holistic system for assessing the sphere of education;

– high-quality training of specialists for the economy of the future;

– one hundred percent updating of training programs;

– improving the material and technical base of educational institutions;

– Further development of the digital infrastructure of modern educational institutions.

But the main task is to provide education that develops personality, skills and spiritual and moral values ​​that are in demand in society.

At the same time, the main directions of the Program are the provision of intellectual, spiritual and moral development of students, the development of material resources of modern educational institutions, the introduction of digitalization and a new model of the management and financing system, the formation of the intellectual potential of science.

I would like to hope that the law “On the status of a teacher” and the “State program for the development of education and science for 2020-2025” will raise the domestic education system to a new level, increase the prestige of teachers, protect their rights and lead to real creative work.
