Round table "Prevention of corruption in the education system" at the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeev
On June 11, 2020, a round table in the online format dedicated to the prevention of corruption in the education system was held at the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeev. The purpose of this event is to organize a platform for coordinating joint anti-corruption activities in modern society, targeted implementation and phased development of anti-corruption education and upbringing as one of the most important factors in the formation of legal culture and anti-corruption consciousness of young people.
Head of the Republican project office of the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs "Sanaly urpag" Tokushev K.A., Head of the Prevention and Integrity Department of the Anti-Corruption Agency E.T. Igilikov, university executives, teachers and other guests attended the online roundtable.
Abdullina Z.A., director of the Youth Policy Department of University, was the moderator of the round table. Rector of the Non-Profit Joint-Stock Company AUPET. Sagintayeva S.S. addressed the participants of the seminar with a welcoming speech. The rector noted that the main task of the round table was to draw as much attention as possible to the problem of combating corruption in educational institutions. Sagintayeva S.S. talked about the implementation at the university of measures aimed at spiritual, moral and civil-patriotic education of students, the formation of students' political and legal knowledge, anti-corruption consciousness and anti-corruption culture in the student community.
Kaiyrzhan Akhmetbekovich Tokushev, head of the republican project office“Sanaly Urpak”, spoke in his speech about the multifaceted work in the fight against corruption and the prevention of corruption offenses in the universities of the country. In an intelligible form, he spoke about the mission, goals and objectives of the fight against corruption, the importance of anti-corruption literacy in the field of education. Kaiyrzhan Akhmetbekovich Tokushev emphasized that it is teachers and students who are the agents of an anti-corruption culture. The facts of corruption taking place in the educational sphere have a devastating effect on the processes of formation of modern youth. He noted the need to ensure transparency and openness of procedures for the redistribution of educational grants at the university. According to him, an important informational and analytical work on the facts of suppressing corruption in educational organizations throughout Kazakhstan is currently underway and an emphasis is placed on its prevention.
The following speakers made presentations at the round table: A. Bisenova, Head of the office of “Rukhani Zhanugu” on the topic “Formation of the anti-corruption consciousness of Kazakhstanis on the basis of folk traditions and universal values”. She noted that one of the most important directions in the formation of anti-corruption consciousness is a change in public consciousness under the influence of anti-corruption propaganda, the formation of anti-corruption behavior and a negative attitude to corruption. Vice-Rector for Academic Activities of the Non-Profit Joint-Stock Company AUPET Konshin S.V. in his speech on the topic “AUPET Experience in Implementing Academic Honesty” shared the work done and the strategic development plan of the university for the formation of an anti-corruption culture, zero tolerance, academic honesty and integrity of the faculty, students, undergraduates and doctoral students. Head of the distance learning center of the University Urazakov M.M. in his report “Digitalization as a powerful tool for achieving transparency of the educational process” he considered current issues on the prevention of corruption in the education system, global threats and opportunities that the digital era brings for the economy of Kazakhstan. Full automation of the risk management system should be the ultimate goal of digitalization. At the same time, a special place in the prevention of corruption is given to the introduction of moral and ethical principles such as honesty, integrity, without which the rule of law is impossible, into the minds of young people.
The participants attending the event exchanged views on the topics discussed, asked questions actively and made suggestions on how to improve anti-corruption work within the university and how to correctly and efficiently convey relevant information to all students and university staff.
During the round table, participants noted that the modern period is characterized by the transition of the entire educational system to new standards of general, professional, higher and postgraduate education. They unanimously supported proposals and recommendations to reduce corruption risks in the field of education, which are aimed at establishing openness in the activities of universities.
It is important to note that the ongoing anti-corruption measures show relevance, importance and indicate that the anti-corruption consciousness of our society is developing and strengthening.
