On the further implementation of strict restrictive measures in the territory of the city of Almaty

In order to prevent the spread of coronavirus infection COVID-19 (hereinafter referred to as COVID-19) among the population of the Republic of Kazakhstan, in accordance with the order of the Minister of National Economy of the Republic of Kazakhstan dated February 25, 2015 No. 130 "On approval of the List of infectious diseases, with the threat of the emergence and spread of which restrictive measures are introduced, including quarantine "and by order of the Minister of National Economy of the Republic of Kazakhstan dated March 20, 2015 No. 239" On approval of the Rules for the implementation of restrictive measures, including quarantine, on the territory of the Republic of Kazakhstan ", by the Resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated March 20, 2015 July 2020 No. 44 "On the introduction of strict restrictive measures" I DECIDE:

1. Introduce strict restrictive measures on the territory of the city of Almaty from 00.00 hours on July 20, 2020.

2. Akimat of Almaty city, Department of urban mobility of Almaty:

1) to suspend intercity bus transportation;

2) to ensure the operation of suburban bus routes with occupancy of no more than 50%;

3) to ensure the operation of urban public transport, including the Metro, with a occupancy rate of no more than 50%;

4) to suspend the work of suburban and urban public transport completely, including the Metro, on Saturdays and Sundays;

5) to ensure the disinfection of public transport during the day with the regularity of each flight.

3. Akimat of the city of Almaty, the offices of akims of the districts of the city of Almaty, the Police Department of the city of Almaty, state and non-governmental organizations, business entities of the city of Almaty provide:

1) a ban on holding meetings, councils, conferences, forums, seminars, congresses, exhibitions, trainings, training courses and other events with a crowd of people in all organizations, regardless of ownership, as well as family, commemorative events (banquets, weddings, anniversaries, commemoration, etc.), including at home and other events with a large crowd of people, including in the open air, according to paragraphs. 8 clause 3 of this Resolution;

2) the prohibition of the activities of cultural objects, museums, theaters, exhibitions and other objects with a large crowd of people;

3) suspension of the activity of religious objects (mosques, churches, cathedrals, synagogues, etc.);

4) a ban on the activities of children's health camps, educational centers, children's correction rooms, preschool institutions (except for duty groups), places of children's leisure and additional education;

5) a ban on the activities of all sports facilities (sports fields, complexes, clubs, sections, swimming pools, etc.), with the exception of sports bases accredited by the National Olympic Committee;

6) permission for the activities of tourism objects and organizations in the field of providing housing services for the population (hotels, hotels, rest houses, tourist camps, etc.) in compliance with the enhanced sanitary and disinfection regime, with the exception of accommodation facilities for employees of organizations and life support enterprises of the city. Re-profiling of these facilities for medical organizations is allowed;

7) restriction of the movement of persons over 65;

8) a ban on travel to the territory of national parks, popular tourist and mountain sites (Medeu, Butakovka, Alma-Arasan, including a radon source) by any type of transport. National parks are closed on weekends (Saturday and Sunday). Hiking is allowed only on weekdays, subject to the following rules: it is strictly forbidden to bring food (except drinks), have picnics and make fires; prohibition of a group of more than three people in the park; compliance with sanitary norms of social distancing (wearing masks and observing the distance between people;

9) a ban on excursion, corporate, group trips to nature, with the exception of individual no more than 3 people or members of one family;

10) permission for individual outdoor training;

11) permission for the movement of personal vehicles between regions.

4. The heads of business entities of the city of Almaty provide:

1) a ban on the activities of shopping and entertainment centers, trading houses, retail chains, with the exception of grocery supermarkets, pharmacies and stationary food outlets with summer terraces and a separate entrance located in them;

2) a ban on the activities of entertainment establishments (karaoke, hookah, billiards, computer clubs, bookmakers, nightclubs, bowling centers, attractions, children's playgrounds, trampolines, etc.), cinemas;

3) a ban on the activities of food courts, banquet halls;

4) permission for the activities of public catering facilities in the open air for no more than 30 seats, without collective measures in compliance with the enhanced sanitary and disinfection regime, limiting work until 22.00 h. Work on take-out and delivery is allowed;

5) a ban on the activities of SPA centers, gyms, fitness centers, sports and recreation centers, swimming pools, city and public beaches, water parks, public baths, saunas, beauty salons, hairdressing salons, centers and salons that provide cosmetic and cosmetology services, services manicure and pedicure, massage rooms;

7) a ban on the activities of non-food stores over 500 m2, except for delivery;

8) permitting the activities of financial market entities with a time and number limitation in accordance with the act of the National Bank of the Republic of Kazakhstan and the Agency of the Republic of Kazakhstan for the Regulation and Development of the Financial Market;

9) organization of the work of Public Service Centers from 09.00 to 16.00 with the transfer of at least 50% of employees to a remote mode of work and the maximum provision of services in an online format in compliance with the enhanced sanitary and disinfection regime;

10) organization of work of Kazpost JSC with the establishment of a work schedule on weekdays from 8.00 to 14.00, for services that are not provided online in compliance with the enhanced sanitary and disinfection regime;

11) activities of industrial enterprises with a continuous production cycle; construction work in the open air in compliance with the enhanced sanitary and disinfection regime;

12) limitation of the activities of facilities for the provision of non-contact services to the population (car washes, car repairs, household appliances, dry cleaning and others) in time from 10:00 to 17:00 in compliance with the enhanced sanitary and disinfection regime;

13) organization of work of business centers (insurance companies, notary, accountant and consulting, real estate agencies, advertising agencies, etc.), exchange offices, pawnshops with the establishment of a work schedule on weekdays and weekends from 9.00 to 17.00;

14) permitting the activities of medical centers (by appointment) in compliance with the zoning requirements and enhanced sanitary and disinfection regime;

15) permitting the operation of pharmacies, grocery stores (minimarkets, supermarkets, hypermarkets), food and non-food markets (outside buildings) in compliance with an enhanced sanitary and disinfection regime;

16) for manufacturers of technical and medical oxygen to ensure priority and priority in vacation and uninterrupted supply of medical oxygen to city hospitals.

5. The heads of state bodies (organizations, enterprises), bodies of the quasi-public sector, national companies, other organizations, as well as business entities shall ensure:

1) transfer of at least 80% of employees to a remote form of work (with a staffing table of more than 30 employees);

2) observance of social distance and enhanced sanitation and disinfection regime, provision of services by appointment in compliance with zoning requirements;

3) the heads of organizations for the life support of the city solve this issue on an individual basis.

6. The Akimat of Almaty, the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the city of Almaty (in terms of state bodies), the offices of akims of the districts of Almaty, the Chamber of Entrepreneurs of the city of Almaty to ensure monitoring and control over the implementation of the requirements of paragraphs. 1 clause 5 of this Resolution.

7. Akimat of Almaty city, state bodies, organizations, law enforcement and special bodies to ensure:

1) quarantine and compliance with the sanitary and disinfection regime in medical, medical and social facilities for the elderly and persons with disabilities, children's homes, orphanages, youth homes, rehabilitation centers, educational institutions for disabled children of boarding type;

2) The Department for Quality Control and Safety of Goods and Services of the city of Almaty should include in the plan for conducting preventive PCR testing in the organizations specified in paragraph 1 clause 7 of this Resolution.

8. Heads of organizations, enterprises, regardless of ownership:

1) strictly observe the requirements for wearing masks, gloves (when serving the population) and the use of antiseptics. Provide facilities providing services to the public with disposable masks and gloves for timely replacement and products for temperature measurement;

2) provide an enhanced disinfection regime (installation of hand sanitizers, disinfectants, surface treatment at least twice a day, wet cleaning of premises using disinfectants, ventilation) at all facilities;

3) ensure that personnel and visitors comply with the requirements of sanitary-quarantine and restrictive measures.

9. The Department of Housing Policy of the city of Almaty shall ensure disinfection treatment of entrances and courtyards of apartment buildings with a frequency of 2 times a week, as well as streets and common areas, focal entrances of apartment buildings. The branch of the Republican State Enterprise on the right of economic management "National Center of Expertise" "Center for disinfection in the city of Almaty" shall ensure the final disinfection treatment at the place of residence and work of the infected person.

10. The police departments, quality control and safety of goods and services of the city of Almaty, the offices of akims of the districts of the city of Almaty, the Chamber of Entrepreneurs of the city of Almaty shall ensure: monitoring and control over compliance with restrictive measures at existing facilities and in public places. If violations are detected, take appropriate administrative measures in accordance with the Code of Administrative Offenses.

11. Residents and guests of the city of Almaty:

1) to observe the mask regime and social distancing at work and in public places (trade objects, streets, parks, airports, etc.), public transport;

2) to prohibit the conduct of any events related to the invitation and gathering of people (birthdays, anniversaries, toi, commemoration, etc.).

12. To the public relations service of the Almaty city akim's office, the Almaty city social development department, the Almaty city emergency department, the Almaty district akim's offices and other interested bodies: carry out information and explanatory work on the measures taken.

13. Akimat of the city of Almaty and the Department of quality control and safety of goods and services of the city of Almaty to ensure synchronization of the measures taken with the Almaty region.

14. To declare invalid:

1. Resolution of the Chief State Sanitary Doctor of the city of Almaty № 46 from 03.07.2020

2. Resolution of the Chief State Sanitary Doctor of the city of Almaty№ 48 from 14.07.2020

15. This Resolution is binding on all individuals and legal entities, regardless of the form of ownership in the territory of the city of Almaty.

16. I reserve control over the implementation of this Resolution.

17. This Resolution shall enter into force from 00 hours 00 minutes on July 21, 2020.
