On gradual easing of restrictive measures

In order to prevent the spread of coronavirus infection among the population of the city of Almaty, in accordance with the order of the Minister of National Economy of the Republic of Kazakhstan dated February 25, 2015 No. 130 "On approval of the List of infectious diseases, with the threat of the emergence and spread of which restrictive measures are introduced, including quarantine" and by order of the Minister of National Economy of the Republic of Kazakhstan dated March 20, 2015 No. 239 "On approval of the Rules for the implementation of restrictive measures, including quarantine, on the territory of the Republic of Kazakhstan", as well as on the basis of the resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated August 15, 2020 No. 48 "On the gradual easing of restrictive quarantine measures"

I DECIDE:

1. Akimat of the city of Almaty, business entities of the city of Almaty, regardless of their form of ownership, territorial departments of the department for quality control and safety of goods and services of Almaty city to ensure:

1) a ban on holding entertainment, sports events, exhibitions, forums, conferences, as well as family, solemn, commemorative events (banquets, weddings, anniversaries, commemorations), including at home and other events with a large crowd of people;

2) a ban on the activities of bars, banquet halls, entertainment establishments (karaoke, hookah, billiard rooms, computer clubs, bookmakers, nightclubs, bowling centers, indoor attractions, food courts, cinemas, and other entertainment facilities for adults and children, children's playgrounds and trampolines at entertainment facilities, etc.);

3) a ban on the activities of all cultural objects (theaters, concert halls, museums, exhibitions, etc.);

4) suspension of the activity of religious objects (mosques, churches, synagogues, etc.);

5) a ban on the activities of children's health camps;

6) prohibition of the activities of preschool institutions with the exception of duty groups. The activities of duty groups of preschool institutions are allowed subject to the completion of groups of no more than 15 people, compliance with the requirements of the resolution of the Chief State Sanitary Doctor of the city of Almaty RK No. 43;

7) a ban on the activities of swimming pools, city and public beaches, open water parks;

8) departure to the territory of national parks, popular tourist and mountain sites (Medeu, Butakovka, Alma-Arasan, including a radon source) by any type of transport. National parks are closed on weekends (Saturday and Sunday). Hiking is allowed only on weekdays, subject to the following rules: observance of the requirements of the mask regime and social distancing, it is strictly forbidden to bring food (except drinks), arrange picnics and make fires; prohibition of a group of more than three people in the park;

9) the introduction of the following restrictive measures on weekends:

- suspension of public transport;

- restriction of going outside the territory of the dwelling of persons over 65 years old;

- observance of the mask regime in the open air, indoors, on transport - for everyone;

- observance of a social distance of at least 2 meters;

- suspension of activity: shopping and entertainment centers, except for grocery supermarkets and pharmacies located in them, trading houses; non-food retail chains; non-food and food covered markets; beauty salons; hairdressing salons; cosmetology rooms; SPA salons; fitness centers and sports and health centers; baths, saunas; outdoor attractions;

10) phased resumption of the activities of the following entities on the basis of an act of compliance with sanitary standards issued in electronic format from the InfoKazakhstan.kz website, with the provision of the specified requirements for the occupancy rate of objects:

- Shopping centers, trading houses (boutiques), retail chains, covered markets (occupancy not more than 30%, 4 sq.m. per 1 visitor);

- beauty salons, hairdressing salons, spa centers, facilities that provide cosmetology services (4 sq. m. per visitor by appointment);

- children's correction rooms, children's and adult educational centers (groups - no more than 5 people, by appointment);

- outdoor attractions (distance, masks, flow regulation);

- fitness centers and sports and recreation centers (without pools) (up to 5 sq. m. per 1 visitor, no more than 50% power, pre-registration, tank lamps);

- baths, saunas (without pools), (occupancy not more than 50%, 4 square meters per visitor);

- remote form of work (for at least 80% of employees of state bodies (organizations));

11) organization of work of the Population Service Centers with the establishment of a work schedule from 9.00 am to 6.00 pm in compliance with the requirements of the resolution of the Chief State Sanitary Doctor of the city of Almaty RK No. 43;

12) gradual softening of restrictive measures, subject to the requirements of the mask regime outdoors, indoors, transport, social distance of at least 2 m and hand hygiene (sanitizers):

- sports: individual and group outdoor training (no more than 5 people); sports training for National teams, club teams (no more than 30 people, non-contact thermometry, accommodation at sports bases);

- movement of the population: movement of the population along the streets (no more than 3 people); visiting parks, squares and embankments (no more than 3 people); permission for public transport (an increase in the number of buses during peak hours, the presence of a conductor, disinfectant treatment at the final stop, opening all doors, occupancy by the number of seats);

13) placement in a conspicuous place at the entrance to the facility of an act of compliance with sanitary standards for the possibility of public monitoring.

2. Akimat of the city of Almaty, business entities of the city of Almaty, regardless of their form of ownership, territorial departments of the department for quality control and safety of goods and services of Almaty:

1) allow the resumption of the work of shopping and entertainment centers, shopping centers, shopping houses, non-food stores with an area of ​​over 500 square meters, as well as food and non-food indoor markets, facilities with a high incidence of COVID-19 coronavirus infection among employees, after passing a readiness assessment object and obtaining an act of compliance with sanitary rules, issued in electronic format from the website InfoKazakhstan.kz. The readiness assessment will be carried out by a working commission created from the representatives of the Department of Quality Control of Goods and Services Safety in Almaty, the Department of Entrepreneurship and Investments of Almaty, akimats of the districts of Almaty and the Chamber of Entrepreneurs of Almaty;

2) allow the resumption of the operation of the remaining objects specified in subparagraph 10) of paragraph 1 of the resolution, after submitting a notification of the readiness of the object with the electronic digital signature of the first head of the entity through the infokazakhstan.kz portal;

3) ensure control over the observance of restrictive measures, sanitary and disinfection regime at the facilities, the activities of which are permitted. If violations are detected, take appropriate administrative measures in accordance with the Code of Administrative Offenses.

3. Subjects, regardless of their form of ownership:

1) it is necessary to register on the infokazakhstan.kz website by 24.08.2020 to get acquainted with the sanitary and epidemiological requirements for the period of restrictive measures;

2) in order to timely identify cases of the incidence of coronavirus infection COVID-19, it is recommended to conduct a laboratory examination of employees of the facility for COVID-19 at least 10% of the total number of employees;

3) it is recommended to introduce a video surveillance system with data transfer to the information platform of the situational center under the Social-Entrepreneurial Corporation "Almaty" to ensure constant monitoring of compliance with sanitary and epidemiological requirements at the facility for the period of restrictive measures, with subsequent synchronization of the "Unified Heat Map of Almaty City";

4) ensure the implementation of the resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan No. 48 dated August 15, 2020 "On the gradual mitigation of restrictive quarantine measures."

4. The public association "Public control of the city of Almaty" is recommended to conduct selective monitoring of compliance by the business community with sanitary and epidemiological requirements at the facilities for the period of restrictive measures.

5. Introduce the following amendments and additions to the resolution of the Chief State Sanitary Doctor of Almaty dated August 01, 2020 No. 55 "On further continuation of strict restrictive measures in the territory of Almaty city":

1) subparagraphs 1), 2) 3), 4), 7), 10) and 11) of paragraph 3, subparagraphs 1), 2), 3), 4), 6), 7) of paragraph 4 shall be excluded;

4) subparagraph 4) of paragraph 4 shall be stated in the following edition:

“4) permission for the activities of public catering facilities in the open air for no more than 50 seats, without holding collective events with the establishment of a work schedule from 9:00 to 23:00 on weekdays, weekends and holidays. Allowed to work takeaway and delivery from 9:00 to 23:00 on weekdays, weekends and holidays ";

5) subparagraph 5) of paragraph 4 shall be stated as follows:

"5) banning the activities of swimming pools, city, public beaches, water parks";

6) subparagraph 12) of paragraph 4 shall be stated as follows:

"12) permitting the activities of facilities for the provision of non-contact services to the population (car washes, car service stations, tire service stations, repair of household appliances, shoe shops, dry cleaners, laundries, etc.)."

6. This resolution is binding on all individuals and legal entities, business entities, regardless of their form of ownership and departmental affiliation.

7. I reserve control over the execution of this resolution.

8. This resolution comes into force from the date of signing.
