The Head of State Kassym-Jomart Tokayev has delivered an annual Address to the people of Kazakhstan

On September 1, 2020, the Head of State Kassym-Jomart Tokayev has spoken at a joint meeting of the Houses of Parliament, addressing the annual Address to the people of Kazakhstan.

Deputies of the Mazhilis and Senate of the Parliament, members of the Government of the country, public figures, representatives of the intelligentsia and experts gathered at a joint meeting of the Chambers of Parliament. The second Address of the President Kassym-Jomart Tokayev is dedicated to the main goals of the development of the country, economic and social issues. "1. New model of public administration. Reforms in this area should be carried out systematically. We will start by changing the approaches to public administration, personnel policy, decision-making system and responsibility for their implementation.

2. From July 1, 2021, the factor-point scale should be introduced. This will lead to increased responsibility and motivation of civil servants.

3. The pandemic and the transfer of most government officials to remote work showed that the state apparatus can and should be reduced. I am instructing to accelerate the timing of the reduction of the state apparatus and workers in the quasi-public sector. This year they should be reduced by 10%.

4. Economic development in new realities. The long oil super cycle appears to be over. We must be prepared for a completely new environment of the world market.

5. I decided to create an Agency for Strategic Planning and Reforms with direct reporting to the President. Such a body previously existed and successfully carried out the tasks assigned to it.

6. For strategic projects, we must provide for the package provision of in-kind grants, concessional financing, partial guarantees, and export support mechanisms. Some of the capital expenditures of investors can be recovered by offsetting against tax liabilities.

7. I instruct the Government, together with business, to start developing a qualitatively new national project for the development of the agro-industrial complex for a five-year period. Our main tasks are the very provision of socially significant food products.

8. The second stage of Nurly Zhol should be aimed at consolidating the leading role of the transport and transit sector of our country. Сompetitiveness ща Kazakhstan should grow due to breakthrough infrastructure projects, attracting new countries and companies, increasing the level of service and the speed of transit routes.

9. Next is the business climate. This area needs reforms, since the regulatory system remains cumbersome, even punitive. The basic principles of regulatory policy need to be changed.

10. The decision to create a Monetary Policy Committee within the structure of the National Bank was made. Independent members will be part of it too. Since we are talking about the importance of a fair redistribution of national income, then we should develop the same tax policy, understandable for all citizens of the country.

11. It is especially important to give a second wind to our monotowns. Here, great responsibility is assigned to the city-forming enterprises. This task will not be completed without their active participation.

12. The social welfare of citizens remains a priority. As part of my instructions, the issue of using part of their pension savings by citizens was worked out. This is especially important now. In 2021 700 thousand contributors of the Unified National Pension Fund will be able to use part of their savings for the purchase of housing, medical treatment or for transferring them to management of financial companies.

13. The President instructed the Government to launch a special program "Ansagan Sabi" from 2021. “It is necessary to increase the number of quotas under the Extra Corporate Fertilization programs up to 7 thousand - that is, 7 times.

14. The government should radically reconsider approaches to the organization of primary health care. It should become more mobile and accessible to a wide range of population, including villagers. Measures should be taken to revive transport medicine for remote regions.

15. Already, we must lay the foundation for deep decarbonization. I am instructing the Government, in collaboration with the scientific community and the private sector, to develop a package of proposals for green growth.

16. It is important to ensure the stability of criminal and criminal - procedure legislation. Its frequent adjustments and changes have a negative impact on the application of laws and do not allow the development of a uniform investigative and judicial practice. It is necessary to legislatively raise the status of the district inspector, provide him with all the opportunities for productive work. It must be recognizable, accessible and authoritative for citizens.

17. It is critical to take new measures to protect human rights. For me, this problem is a priority. Like the rest of the world, Kazakhstan is also faced with the vulnerability of citizens from bullying on the Internet. First of all, children suffer from this - they are especially sensitive to cyberbullying, which, unfortunately, leads to sad consequences.

18. The government should establish mutually beneficial cooperation between industry and the IT industry. This will create digital technology platforms that can drive the digital ecosystem of every industry.

19. It is necessary to strengthen the financial capacity of local government. To do this, it is necessary to expand property rights and increase the budget revenues of rural districts. This should be the next stage in the development of public participation budgets.

20. The time has come to develop a new concept for the development of local self-government. Parliament on its basis will adopt a package of relevant laws

21. One of the most important issues in the field of education is the low salaries of teachers. I have decided to raise teachers' salaries by 25% from January 2021. The quality of higher education. The science. Affordable training. There is still no single online learning platform.

22. I instruct to develop a new regulatory framework for the activities of Small and Medium Business within the next year
