It's time to act!

Today, September 1, 2020, the Head of State Kassym-Jomart Tokayev has spoken at a joint meeting of the Houses of Parliament with the annual Address to the people of Kazakhstan "Kazakhstan in a new reality: time for action." The message of Kassym-Jomart Tokayev is devoted to the main goals of the country's development, economic and social issues.

The current Address has traditionally been delivered in September - the month when the new academic year begins. And for all of us, too, a year of new tasks and new hopes begins. Our society has become more open, more mature.

The message is a continuation of the course that was designated by Elbasy. Especially those pre-election tasks that fill the pre-election program of the President of the country Kassym-Jomart Tokayev. One feels that a very large analysis of the programs that have been implemented has been done and the programs will continue to be implemented.

7 principles of the modernization agenda are: fair distribution of benefits; support for small and medium-sized businesses; efficiency; the manufacturability of the entire economy; development of human capital; green economy; the validity of government decisions. Hence, there are very clear instructions to the government, parliament, and local executive authorities. Each of us has identified for himself the tasks that need to be worked on.

Annual Messages to the people of Kazakhstan are the main message, a strategic vector for the development of the state, of our entire society. The President dwelled on issues of strengthening the state, supporting domestic business, social protection of the population, and economic development.

As the rector of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeev, I am especially close and understandable that today the priority is the quality of education. In particular, the Head of State instructed the Government to develop a concept of lifelong education. According to the President of the Republic of Kazakhstan Kassym-Zhomart Tokayev, "this document should provide for the active introduction of alternative options for non-formal education, recognition of the results of independent learning, certification of professional skills." In addition, the President of the Republic of Kazakhstan instructed to solve the problem with the closure of universities that "print diplomas", which once again confirms the relevance of the quality of higher education in the country. Quality assurance is based on fair competition, when only the strong should remain.

It is worth highlighting the issue of a "new model of public administration." According to the Head of State, reforms in this area should be carried out systematically. Approaches to public administration, personnel policy, decision-making system and responsibility for their implementation must be changed. From July 1, 2021, the factor-point scale will be introduced. “This will lead to increased responsibility and motivation of civil servants,” said President of Kazakhstan Kassym-Zhomart Tokayev. This topic has long been exaggerated in society and in the fact that it is voiced, one can feel the feedback of the authorities with the population.

Important proposals have been made for the future of civil society. According to the President of the Republic of Kazakhstan, the foundation for deep decarbonization should be laid now. The government, in collaboration with the scientific community and the private sector, should develop a package of proposals for green growth. According to the President of the Republic of Kazakhstan, an environmental code should be adopted. In this direction, the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeev is actively involved in all projects to solve environmental problems of the city of Almaty. With the support of the city akimat, the Ministry of Energy and the Ministry of Ecology, Geology and Mineral Resources, with the involvement of the public within the walls of the university, a discussion of the draft environmental code, the Low-Carbon Development Strategy of the Republic of Kazakhstan was organized, specific proposals of our scientists were sent to the ministries for inclusion in these documents. Innovative solutions for the localization and elimination of the city's environmental problems and the formation of an ecological society were proposed at the Urban Forum Kazakhstan. An ecological cleanup in the Alma-Arasan gorge was organized within the framework of the program of the President K.-J. Tokayev "Halykpen birgemiz!" University staff, teachers and students took part in this cleanup day.

What our society will be like, what the future of our state will be - depends on each of us, on labor input, on an active civil position. The President's message meets all the requirements of the time and the expectations of society. The message demonstrated the consistency and consistency of the policy being pursued. The initiatives voiced convincingly prove that the head of state keeps his finger on the pulse of the country, he is well aware of the problems that worry the population. In the near future, the Address will become a concrete action plan to improve the situation in the country.
