Resolution of the Chief State Sanitary Doctor of Almaty dated October 15, 2020 No. 63

On further measures to prevent coronavirus infection in the city of Almaty

In order to prevent the spread of coronavirus infection COVID-19 (hereinafter - COVID-19) among the population of Almaty, in accordance with the order of the Minister of National Economy of the Republic of Kazakhstan dated February 25, 2015 No. 130 "On approval of the List of infectious diseases, with the threat of the emergence and spread of which restrictive measures are introduced, including quarantine "and by order of the Minister of National Economy of the Republic of Kazakhstan dated March 20, 2015 No. 239" On approval of the Rules for the implementation of restrictive measures, including quarantine, on the territory of the Republic of Kazakhstan "

I DECIDE:

1. Akimat of Almaty, business entities of Almaty, regardless of their form of ownership, to ensure:

1) maintaining the ban on holding the following mass events with the participation of more than 10 people, with the exception of the number of persons living together in the house:

- family, solemn and memorable (banquets, weddings, seeing off the bride, anniversaries, commemoration);

2) maintaining the ban on the work of cultural and leisure institutions that provide the population with a variety of cultural and entertainment services (karaoke, hookah, billiard rooms, nightclubs, bowling centers, indoor attractions, food courts, cinemas, children's playgrounds and trampolines at entertainment establishments, other entertainment facilities for adults and children) on all days, as well as food and non-food indoor markets on weekends.

2. Legal entities, business entities, regardless of their organizational and legal form and departmental affiliation:

1) ensure the transfer of at least 30% of employees to a remote work format (with a staffing table of more than 30 people).

3. The Department of Public Health of Almaty, in order to break the epidemic chain of transmission of COVID-19, ensure:

1) in the presence of conditions, 100% isolation of patients with CVI with asymptomatic and mild form, as well as with unidentified pneumonia at home, with the issuance of a receipt on the mandatory fulfillment of the conditions for compliance with home quarantine;

2) the establishment of medical supervision of contact persons with a COVID-19 patient (close contact) with isolation at home (home quarantine), subject to the conditions in accordance with Appendix 36 to the Resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan No. 43. In the absence of conditions for isolation at home, it is recommended isolation in a quarantine hospital;

3) the establishment of medical supervision of contact within 14 days with a laboratory examination by PCR on the 1st and 14th day, as well as according to clinical indications;

4) entering the results of the conducted honey observations in the outpatient card;

5) registration of contact persons in the telegram bot mobile application to control compliance with home quarantine.

4. Office of urban mobility of Almaty:

1) ensure the maximum access of public vehicles to all routes of service to the population of Almaty in order to de-compact the passenger traffic with the extension of work on the lines until 23.00.

5. The digitalization department of Almaty shall ensure:

1) determination of places of congestion of citizens and transfer of information to the interdepartmental commission for combating coronavirus infection in Almaty for taking operational measures;

2) tracking contact persons through a mobile application, in case of violation of the isolation conditions, provide information to the DKKBTU and the Police Department.

6. Akims of Almaty districts:

1) resume the work of monitoring groups to monitor compliance with restrictive measures to check compliance with social distance and mask regime in public transport, catering facilities and recreational facilities (parks, boulevards, squares, etc.) with the submission of materials on violation of restrictive measures to healthcare entities for subsequent transfer of information by them to regional territorial departments for quality control and safety of goods and services.

7. Department of Education of Almaty:

1) preserve the remote mode of operation of educational (schools, children's correction rooms, children's and adult educational centers) and preschool institutions with the continuation of the work of duty classes and groups in primary school and kindergarten.

8. Department of Housing Policy of Almaty to ensure:

1) resumption of preventive disinfection of entrances and playgrounds of apartment buildings with a frequency of 1 time per week;

2) processing the entrances of residential buildings once according to the final type when registering a case of coronavirus infection;

3) processing the entrances of residential buildings for preventive purposes, once a week.

9. The Akimat of Almaty, the Department of Public Health of Almaty, the Almaty Department of Quality Control and Safety of Goods and Services in Transport to ensure:

1) work at the international airport in Almaty to prevent the import of COVID-19 from foreign countries in accordance with the Algorithm of actions dated October 6, 2020.

10. Introduce the following amendments and additions to the Resolution of the Chief State Sanitary Doctor of Almaty city dated October 04, 2020 No. 62 "On further measures to prevent coronavirus infection in the city of Almaty":

1) subparagraph 3) of paragraph 14 shall be stated in the following edition:

"3) permission for the activities of public catering facilities (canteens, coffee shops, cafes) located in detached buildings, without holding collective events, with the establishment of a work schedule for visitors from 7:00 to 23:00 on weekdays, weekends and holidays, with strict compliance with the requirements of the resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated June 25, 2020 No. 43. Delivery services are allowed on the specified days and times. "

11. I reserve control over the execution of this resolution.

12. This resolution comes into force from the moment of signing.
