We must create an environment of universal rejection of corruption through the education system!

On October 15, 2020, at the site of the Anti-Corruption Center, chaired by the head of the department of the Anti-Corruption Agency of the Republic of Kazakhstan in Almaty, Saparov N.M., a dialogue meeting with the rectors of universities in Almaty was held. The development and approval of a comprehensive anti-corruption plan were discussed. Rector of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeeva Saule S. Sagintayeva took part in the event. Heads of leading universities: Al-Farabi Kazazh Scientific University, AUPET named after Gumarbek Daukeev, Kazakh Scientific Pedagogical University named after Abai, Kazakh National Women's Pedagogical University unanimously supported this comprehensive Draft Anti-Corruption Plan. By the end of October this year, it was recommended to submit for approval the Anti-Corruption Plans developed by leading universities.

Head of the republican project office "Sanaly urpaq" K.A. Tokushev made a presentation on a comprehensive anti-corruption plan. He noted that taking into account the analysis of the situation to date, 19 activities were included in the Model Plan. Among which:

- creation of a permanent commission (Council) on ethics, academic integrity and anti-corruption with the obligatory inclusion of pupils, students, parents, sponsors, employers and representatives of non-governmental and public organizations in its composition to reduce corruption risks, take into account violations by students and teaching staff and attract them to responsibility;

- development and implementation of the international anti-corruption standard ISO 37001-16 "Anti-corruption management system". Implementation of mechanisms for public reporting on the use of financial resources of educational organizations;

- digitalization of the entire educational process, as well as the provision of socially significant services for students and faculty, including accommodation in a hostel, the award of educational grants and scholarships, the provision of benefits, the possibility of academic mobility;

- conducting a sociological study (survey, questioning) among students for the presence of corruption and compliance with the principles of academic honesty;

- conducting an internal analysis of corruption risks with the possibility of attracting an independent anti-corruption expertise according to the methodology of the project office "Sanaly urpaq".

The participants in the dialogue meeting decided to continue close cooperation with the Sanaly urpaq project office to eliminate corruption risks in the activities of universities. All these activities together ensure the effectiveness of prevention and combating corruption in educational institutions. Undoubtedly, anti-corruption education and social work is one of the important directions in the prevention and organization of educational work with students, preventive work with employees and teaching staff, elimination of corruption in the university environment.
