The new decree of the Chief Sanitary Doctor of the Republic of Kazakhstan comes into force on November 10

The decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan of November 6 comes into force from midnight on November 10. The document regulates sanitary and epidemiological measures in relation to those arriving in Kazakhstan, Kazinform MIA reports.

Sanitary doctor of the Republic of Kazakhstan

In order to prevent the spread of coronavirus infection COVID-19 among the population of the Republic of Kazakhstan, I DECIDE:

1. To amend the Resolution of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated October 23, 2020 No. 59 "On further strengthening measures to prevent coronavirus infection at checkpoints on the state border of the Republic of Kazakhstan" to make the following changes:

1) subparagraph 2) of paragraph 1 shall be stated in the following edition:

“2) carrying out measures in relation to persons arriving in the Republic of Kazakhstan through checkpoints across the State border of the Republic of Kazakhstan on railway, sea, river transport and road crossings in the following order:

all arrivals, when crossing the state border of the Republic of Kazakhstan, are required to submit a Certificate with a negative test result for COVID-19 using the Polymerase Chain Reaction method. From the date of issue of the result, no more than 3 days should pass at the time of crossing the state border of the Republic of Kazakhstan (hereinafter referred to as the Reference). Exception: children under 5 years of age with a Certificate from the persons accompanying them; government delegations of the Republic of Kazakhstan; members of official delegations of foreign states and international organizations arriving in the Republic of Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan; employees of diplomatic missions, consular offices and representations of international organizations accredited in the Republic of Kazakhstan, and members of their families; members of locomotive crews; persons associated with transportation activities on railway, sea and river transport. Restrictive measures in relation to persons arriving in the Republic of Kazakhstan through checkpoints across the State border of the Republic of Kazakhstan on railway, sea, river transport and road crossings are carried out in accordance with Appendix 6 to this Resolution.

Exception: government delegations of the Republic of Kazakhstan; members of official delegations of foreign states and international organizations arriving in the Republic of Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan; employees of diplomatic missions, consular offices and representative offices of international organizations, accredited in the Republic of Kazakhstan, and members of their families; drivers carrying out international cargo transportation, transit through the territory of the Republic of Kazakhstan; members of locomotive crews; persons associated with transportation activities in railway transport.

Drivers carrying out international cargo transportation, transiting through the territory of the Republic of Kazakhstan, undergo thermometry and questioning in accordance with Appendix 4 to this Resolution;

Drivers carrying out international cargo transportation in bilateral traffic on the territory of the Republic of Kazakhstan; persons associated with transportation activities on sea and river transport undergo thermometry, questionnaires and submit a Certificate. In the absence of a Certificate, citizens of the Republic of Kazakhstan undergo a laboratory examination for COVID-19 using the Polymerase Chain Reaction method. After collecting material for laboratory examination for COVID-19 using the polymerase chain reaction method, they continue to follow the route to their destination. Upon receipt of a positive laboratory test result for COVID-19 from an arriving person, the specialists of the sanitary and epidemiological service assigned to the sanitary and quarantine point at the state border transmit information about the positive result for COVID-19 to the regional Department of Sanitary and Epidemiological Service, on whose territory in currently there is a person who has arrived according to the itinerary indicated in the questionnaire.

The specialist of the sanitary and epidemiological service, in whose territory the newcomer is currently located, notifies the health department and the newcomer of a positive laboratory test for COVID-19. The health department provides a medical examination of the arriving person, if there are signs of COVID-19. It decides whether he needs to be hospitalized in an infectious diseases hospital. In the absence of signs of COVID-19, he explains to him about the possible symptoms of COVID-19 and about the need to contact the PHC organization upon arrival at the destination and inform him of a positive test result for COVID-19. The Department of Healthcare receives a corresponding receipt in accordance with Appendix 5 to this Regulation. The Department of Sanitary and Epidemiological Service and the Health Department notify about the follow-up of a person with a positive test result for COVID-19 and UZ at the destination of the newcomer ";

2) subparagraph 1 of paragraph 7 shall be stated in the following edition:

"1) in the absence of a Certificate, do not allow passengers who are not citizens of the Republic of Kazakhstan to board the aircraft";

3) in Appendix 1 to the resolution, paragraph 5 shall be amended as follows:

"5. Arriving citizens of the Republic of Kazakhstan, in the absence of a Certificate, are subject to isolation in a quarantine hospital for up to 3 days for laboratory examination for COVID-19 using the Polymerase Chain Reaction method. After receiving the results of laboratory tests for COVID-19, those arriving with a negative result for COVID-19 are explained about the possible symptoms of COVID-19 with the receipt of an appropriate receipt in accordance with Appendix 3 to this resolution. Arriving persons who test positive for COVID-19 are hospitalized in an infectious diseases hospital ";

4) Appendix 6 to the resolution shall be stated in the wording in accordance with the annex to this resolution:

2. I reserve the control over the implementation of this resolution.

3. This resolution comes into force from 00:00 on November 10, 2020.
