The next, first in 2021, meeting of the Scientific Council of NJSC AUPET named after Gumarbek Daukeyev was held offline and online. The Rector expressed gratitude for active participation in the work of the Educational and Methodological Association - the Project Management Group of the Republican Educational and Methodological Council in the direction of training personnel for higher and postgraduate education "062 - Telecommunications" and "071 - Engineering" on the basis of Non-profit JSC "Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev”.

Gratitude during the state of emergency and quarantine was announced to: E.K. Umbetkulov. - Associate Professor, Head of the Department “Electrical Stations and Electrical Power Systems”, Candidate of Technical Sciences; Estemesova G.D. - Associate Professor of the Department “Electronics and Robotics”, Candidate of Technical Sciences; Mukapil K. - Senior Lecturer of the Department “IT-Engineering”; M. Pipia - Lecturer of the  Department “IT-Engineering”; as well as for the impeccable organization of the meetings of the Educational and Methodological Association - the Project Management Group of the Republican Educational and Methodological Council in the distance format Nurtaeva A.D. - Specialist, Department “Academic Affairs”.

Further, according to the agenda, the issue of transferring students from paid education to a state grant was considered. The Academic Council heard reports from the directors of the institutes, in which the names of students applying for a state grant were announced. These are the director of the Institute of Electrical Engineering and Electric Power Abdimuratova Zhubanysh Suyaevich, director of the Institute of Information Technologies Kartbaev Timur Saatdinovich, director of the Institute of Telecommunications and Space Engineering Balbaev Gani Kudaibergenovich and director of the Institute of Heat Power Engineering and Control Systems Bakhtiyar Balzhan Torepashkyzy. Based on the results of the speech, a vote was held on the candidacies of students applying for a state grant.

The announcement of vacant grants was posted on the university website and in social networks. However, according to the Rector of the university, this process should be more transparent and provide equal access to students applying for a state grant. In such tenders, it is necessary to exclude the corruption component and ensure the transparency of all stages. The Scientific Council also considered the issue of recommending students for scholarships established by the President of the Republic of Kazakhstan for the 2020-2021 academic year.

The question of approving the exam form for each academic discipline for the 2nd semester caused a lively discussion, since it is one of the most relevant today and is associated with ensuring the quality of education. Despite the fact that in the conditions of distance learning, testing is a more acceptable form of exam for each academic discipline, the meeting participants agreed to revise this form of control. The Rector of the University S.S. Sagintayeva noted the need to discuss and consider at the methodological council the most different forms of testing used in the world educational practice. The combination of different forms of testing will help identify the most talented and capable students. And an open test in a particular discipline, combined with an oral interview, will help maintain the quality and level of education.

During the meeting of the Academic Council, the composition of the State Attestation Commission for taking the comprehensive exam of doctoral students for the 2020-2021 academic year was also approved. Director of the Department of Postgraduate Education Elamanova Aliya Alikovna made a presentation. The question of the demand for university graduates and the analysis of the labor market from the standpoint of trends in its development caused an active discussion. Leading specialist of the Department for Academic Affairs (Career Center) Mukhametsarieva Gulshat Ibadatovna made a presentation. The employment indicator is the most objective criterion for assessing the demand for university educational programs. Our university participates in the ratings and has a high employment rate. In particular, in the international rating U-Multirank according to the parameter “Contact to work environment”, AUPET is included in the top 25 in the field of energy and information technologies.

According to the results of the Kazakhstani rating of the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken", confirmed by the data of the State Center for the Payment of Pensions, the employment rate is 83–95%. However, we should not be satisfied with what has already been achieved. According to the Rector of the university Saule Sagintayeva, the issue of employment of our students must be analyzed and monitored in the context of all areas. Constantly keep under control the indicators of employment of graduates - in which positions they have decreased, or, conversely, in which positions they have improved. It is necessary to develop and replenish a bank of vacancies and a bank of resumes, and maintain feedback with potential employers on an ongoing basis - make inquiries, organize mobile weekly job fairs. It is necessary to involve the Marketing Department and the Information Technology Department in this work. During the meeting of the Academic Council, other issues were considered. For example, information about the upcoming competition for vacant positions was discussed. On January 22, the first stage of the competition starts at the departments of the university.
