According to the Rector Sagintayeva S.S., the Head of State K.-J. Tokayev listed a number of new political and social initiatives. Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev trains personnel for innovative and science-intensive sectors of the economy and participates in the formation of the personality of a citizen of Kazakhstan. The real success stories of AUPET graduates serve as a worthy role model for subsequent generations of graduates. University scientists carry out projects in such important areas for the country's economy as "Rational use of natural resources, including water resources", "Energy and Mechanical Engineering", "Cyber security and Information Security Systems", "Digital Kazakhstan". Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev conducts systematic and purposeful work to form a civil society, improve the welfare of Kazakhstanis and the socio-economic prosperity of the country, the key factor of which is a healthy and intelligent nation.

In turn, the vice-rector for educational work Makhmutov S.K., noted the undoubted importance and timeliness of the initiatives listed by the President. The main goal of the fourth decade of Independence was the formation of a just society and an effective state. At the same time, Kassym-Jomart Tokayev once again stressed that any achievements of the country should be measured by real benefits for all citizens. It is the youth that is one of the main strategic, social and electoral resources of the state. Further progress, innovations and the future of any state depend on it. Young people as a special social group are more energetic, dynamic and receptive to new ideas, especially if they are in tune with their aspirations and aimed at improving their situation. Therefore, the role and place of youth in the development of modern Kazakhstan can hardly be overestimated.

The head of the department “Educational work” Nurzhan A. noted that the youth policy of the state in modern conditions should be focused on achieving two interrelated goals: the success of socialization of the younger generations and the creation of a system of social work with them deployed to society.

According to the director of the department “Youth policy”, Abdullina Z.A., in the speech of the President of the Republic of Kazakhstan, the main priority is to strengthen the social component. Particular attention is paid to socially vulnerable categories of citizens, inclusive education. The development of the Social Code should help to resolve these issues.

According to the Director of the Institute “Electrical Power and Electrical Engineering” Abdimuratov Zh.S., this year marks the 30th anniversary of our country's independence. Comprehensive reforms aimed at developing a just society, improving the quality of life and increasing the well-being of the population are being carried out in our country. Progress in reforming the education sector has been outlined in recent years. At the same time, according to the President of the Republic of Kazakhstan, a number of accumulated problems have to be solved. The main task is to narrow the gap in the quality of education between different social groups and regions. At this stage of development, a new policy for retraining and continuous improvement of workers' skills is required. For these purposes, a special national project is to be developed and implemented. The head of state noted the need to improve youth policy and support charitable activities.

Director of the Institute “Telecommunications and Space Engineering” Balbaev G.K., noted that the directions listed by the President should be reflected in the development strategy of the institute until 2023. The Institute “Telecommunications and Space Engineering” is an innovation center for academic and research activities. It, in the framework of staff training, attracts the best specialists from the "State Space Research and Production Center named after M.V. Khrunichev ”(Russia), in the field of space technology.

Director of the Institute "Information Technologies" Kartbaev TS noted that the initiatives of the Head of State affect the greening and healthy lifestyle of our citizens. Our university is one of the leaders in proposals in terms of minimizing environmental emissions from Thermal Power Plants; our scientists are preparing proposals for a guide of the best available technologies.

Director of the Institute of “Heat Power Engineering and Control Systems” Bakhtiyar BT noted the initiatives of our university. In particular, together with LLP “Zhasyl Damu”, a webinar on the topic: “Decarbonization: implementation steps” with the participation of representatives of government bodies, international organizations, science, universities, business and Scientific and Production Associations was organized. Detailed considerations of possible options for decarbonization of technological processes, as well as topical issues of monitoring greenhouse gas emissions are planned. Thus, a healthy lifestyle is promoted among university students. This is one of the main foundations for the development of an intelligent and healthy nation.

According to the university Rector Sagintayeva S.S., our initiatives need to be developed in a new format. So, on an ongoing basis, meetings with engineers need to be organized, joint projects, trainings on teamwork need to be launched. Engineers provide their sites, and a scientific component is required from us. Practical skills are required today more than ever. It is necessary to improve the qualifications of our teachers, not to be afraid to retrain, to be more open and receptive to everything new, to new opportunities. “At this stage of development, a new policy is required for retraining and continuous improvement of the skills of workers,” the Head of State K.Zh. Tokayev.

According to the chairman of the "Parasat" party cell of the Bostandyk district branch of the "Nur Otan" party, professor of the department of social disciplines Mukhambedyarova AT, among the initiatives of the President of the Republic of Kazakhstan, the block of political reforms deserves special attention. The head of state spoke about reducing the threshold percentage for entering the majilis from 7 to 5%. Thanks to this norm, political competition will intensify, and many parties will increase their chances of getting into Parliament. This will make it possible to take into account the opinion of the widest possible layers of the population when developing state policy. Head of State K.-J. Tokayev suggested introducing a column “against all” in the elections, which would give voters a legitimate tool for expressing an alternative position.

In general, the discussion of the initiatives of the President of the Republic of Kazakhstan took place in a businesslike and constructive atmosphere, in the spirit of an open exchange of views. The participants demonstrated their interest in the further development of the initiatives of the Head of State, which have great potential. Their implementation will be an important step in expanding civic participation, developing parliamentarism and a multi-party system, further democratizing the country and developing human capital - the basis for the long-term competitiveness of all states, including Kazakhstan.
