On March 5, 2021, on the discussion platform of the Almaty University of Energy and Communications named after Gumarbek Daukeeev (AUPET), together with the Scientific and Educational Center "Green Academy" and the Ministry of Ecology, Geology and Natural Resources of Kazakhstan (MEGPR) sector ”was held. The economic mechanisms for regulating the carbon intensity of the energy sector in Kazakhstan with the development of recommendations for the development of a Strategy (Concept) for low-carbon development of Kazakhstan were discussed at the webinar.

Representative of the Ministry of Ecology, Geology and Natural Resources of Kazakhstan - Galieva Gulmira. She is the Leader of the Low Carbon Development Division in the Climate Policy and Green Technologies Department. She noted the importance and expediency of discussing this issue on the ratification of the Paris Agreement in 2016 and reducing greenhouse gas emissions by 2030 compared to 1990 by 15%.

The Permanent Representative of the Ambassador of the Federal Republic of Germany to Kazakhstan is Dr. Holgar Kolley. He noted the positive experience of his country in the field of combating climate change. He said that 46% of the total electricity production was generated from renewable energy sources (RES). By 2030, greenhouse gas emissions will be reduced by 55%. By 2038, Germany will stop using coal for power generation. CO2 prices will rise from € 25 per tonne to € 55 in 2025.

The Rector of AUPET, Doctor of Economics, Professor Sagintayeva Saule Savetovna, noted that the President of Kazakhstan Kassym-Jomart Tokayevan at the Summit on Climate Ambitions, timed to coincide with the 5th anniversary of the adoption of the Paris Climate Agreement, stated that Kazakhstan is committed to achieving carbon neutrality by 2060. At the same time, the Prime Minister of the Republic of Kazakhstan Askar Mamin said "... over $ 562 billion of additional investments may be needed for Kazakhstan to respond to the introduction of a carbon tax throughout the European Union (EU)." In this regard, AUPET strives to become a center of competence in the field of decarbonization and develops projects that can become the basis of this direction.

The event was moderated by Doctor of Economics, Professor Esekina Bakhyt - a member of the Council for the transition to a "green economy" under the President of the Republic of Kazakhstan, Director of the Scientific and Educational Center "Green Academy".

- International expert on sustainable development, candidate of economic sciences Karazhan Erlik - On the principles of ESG and decarbonization of the oil and gas complex;

- Director of the Strategic Department of JSC National Company "KazMunayGas" Mrs. Aisha Turebayeva - on the comprehensive approach of "KazMunayGas" to sustainable development.

- Cherniyazdanov Chingiz, Managing Director for Innovation, Deputy Chairman of the Board of Satbayev University subsidiary - JSC Scientific and Technological Center Parasat - on the production of coalbed methane from the Karaganda field and its use as an alternative energy source.
