MEETING WITH THE MINISTER HAS TAKEN PLACE

(When the 7th volume edition "History of Kazakhstan" will be published)

At the Republican State Enterprise "Gylym Ordasy" of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan, the meeting of the Minister of Education and Science of the Republic of Kazakhstan Askhat Aimagambetov with scientists and leading pedagogues-historians took place. The purpose of the meeting is to discuss the draft concept of the development of historical science in Kazakhstan and the concept of the future 7-volume edition "History of Kazakhstan from ancient times to the present day." The head of the department "Social Disciplines" Kabdushev Bolat Zholamanovich took part in this event.

The minister spoke about the concept of the development of historical science in his speech. “The issues of the name of a new academic publication, the periodization of national history, the title and chronological framework of each volume, the principles and new methodologies of its writing, new approaches to writing school textbooks, etc. should be discussed and written down. In the concept, we must definitely note the main problems of each volume, which require urgent resolution.

The issues of decolonization of public consciousness, the use of modern research methods, the introduction of developments and methodological approaches of foreign scientists should be clearly written. It is necessary to introduce new archival materials into scientific circulation.

The development of a new concept was entrusted to the Institute of State History. The concept should be coordinated with the leading scientific centers of the country. After todays and subsequent thorough examinations and discussions, we will approve it at the government or MES level.

We urgently resolved the issue of financing this work in the form of program-targeted financing out of competition in the amount of 450 million tenge. The Prime Minister approved this proposal. A significant amount from this budget should be used to pay scientists. There is an urgent need to develop a concept for each volume, the structure of each volume, and select performers from all over the country. All historians of the country should be involved in this work.

The prepared materials must be accepted and approved by a special expert commission and undergo double-blind review. It is very important. The coordination of all this work was entrusted to the Institute of History and Ethnology named after V.I. Ch. Ch. Valikhanov.

The issue of restoring the Coordinating Council for the approval of topics, including on national history, is very important. Duplication of themes is present. There are not enough specialists for a number of historical periods. Everyone wants to quickly defend dissertation on the problems of the 20th century. At the same time, there are not enough specialists in antiquity and the Middle Ages, the Kazakh Khanate. Let us consider the issue of reinstating the Coordination Council for the approval of doctoral dissertations.

Currently, there is an acute shortage of PhDs for national historical science and education. Young people do not defend their dissertations on time. The natural aging process of the staff takes place. There are also few middle-aged scientists in science. I would like to ask you to make your suggestions. 7 leading Research Institutes of the humanities were transferred to the Republican State Enterprise on the basis of the right of economic management. Therefore, the possibility of raising wages appeared. The process of preparing uniform basic school textbooks on the History of Kazakhstan, developed from completely new positions, should go in parallel. "

In the speeches of the Director of the Institute of State History Abil E.A. and director of the Institute of History and Ethnology Ch.Ch. Valikhanova, Kabuldinov Z.E. the prospects for the development of the historical science of Kazakhstan and the concept of the future 7-volume edition "History of Kazakhstan from ancient times to the present day" were presented. During the meeting, the speakers emphasized the need to form a new national outlook in the context of world history.

The President of the Republic of Kazakhstan K.-J. Tokayev spoke in his programmatic article about the importance and necessity of writing Russian history, taking into account new scientific approaches. The President also stressed that this fundamental work should lay the foundation for all textbooks on the history of Kazakhstan.

Within the framework of a working meeting with scientists Aldazhumanov K.S., Kumekov B.E., Koigeldiev M.K., Omarbekov T.O., Abzhanov Kh.M., Abuseitova M.Kh., Ismagulov O.I. and other main issues of creating a new seven-volume academic publication on the history of Kazakhstan were discussed. During the meeting, scientists presented the main approaches to preparing the publication. There are writing of national history in line with the decolonization of public consciousness, rejection of former communist clichés and dogmas, the use of a cultural and civilizational approach, adherence to important principles of scientific ethics and high standards of intellectual honesty and decency, the use of new archival documents that have not been previously introduced into scientific circulation and written sources, etc.

The purpose of the new academic publication on the history of Kazakhstan is to show the history of the country and the people as an integral part of the processes of world history from antiquity to the present. It is necessary to identify the features of the development of state formations, societies and cultures on the territory of Kazakhstan in the context of adaptation to geopolitical changes in the world, using new sources identified in foreign archives and libraries, achievements of modern academic science and interdisciplinary approaches.

A. Aimagambetov noted that this project is a joint extensive work of the entire scientific and historical community. He called on scientists to direct joint efforts to solve a number of important tasks to create a single vector in the study of the history of Kazakhstan. The Minister also stressed that the creation of an objective picture of the past is one of the main factors in the formation of national unity, the formation of state identity, strengthening of sovereignty, education of citizenship and patriotism.

Following the meeting at the Institute of History and Ethnology named after Sh. Sh. Valikhanov "Gylym Ordasy", the head of the department Bolat Zholamanovich spoke to the professors of the Department of Social Disciplines of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev. He offered to participate in joint grant projects, in the development of projects to discuss topical issues of the history of the nation. The teaching staff of the department expressed their support for the work of the Ministry, shared their views and suggestions in this area of research and expressed their desire to participate in writing history textbooks on the topics studied.
