MEETING OF THE COMMISSION FOR REHABILITATION OF VICTIMS OF POLITICAL REPRESSION

On March 29, 2021, at the Zoom, the first meeting of the Commission for the Rehabilitation of Victims of Political Repression under the Akimat of Almaty was held. Agenda: draft work plan of the commission; report on the readiness of republican and city, departmental archives for the work of the commission; access to confidential documents. The meeting was chaired by the Deputy Akim of Almaty E.Zh. Babakumarov.

Director of the Sh. Sh. Valikhanov Institute of History and Ethnology Z.E. Kabuldinov, coordinating all the work, was the first to speak. He recommended the following: “Attracting the scientific and analytical potential of universities and research institutes in Almaty, prepared by the Institute of History and Ethnology. Work with the leadership of republican, city and departmental archives should be effective and well-coordinated. It is necessary to use the mutual agreements of the Institute of History and Ethnology to familiarize the members of the commission with the materials of the archives of the regions and even neighboring Russia. It is necessary to apply for grant projects on the topic through the institute. We need to prepare a database of victims of repression."

Academician Khankeldy Abzhanov spoke about the peculiarities of the 60-year history of the rehabilitation of the repressed. He asked the commission to identify the political problems of repression that caused irreparable damage to the Kazakh people. Based on the results of the commission's work, he proposed erecting monuments to 16 commissars who were shot in Boraldai, giving the commission an opportunity to conduct objective research, compile lists of repressed Almaty residents, etc.

A well-known public figure and scientist Anes Saray noted that the commissions were organized in all regions and cities. Almaty is a large cultural center; there are many specialists and archives, therefore: “We need to open a special portal for victims of repression. It is necessary to restore the closed museum of the State Security Committee in Almaty. It should be celebrated on May 31 as the Day of Mourning near the Museum of Victims of Political Repression, which opened in the village of Zhanalyk."  Representatives of the Ministry of Internal Affairs, the Prosecutor's Office, the National Security Committee and deputy directors of the Archives of the President of the Republic of Kazakhstan, the Central State Archives of the Republic of Kazakhstan provided detailed information on the procedure, conditions and archival resources for working with common documents.

To provide access to documents in the republican, city and departmental archives, members of the commission must obtain permission. The big work begins. Therefore, the participants identified a number of areas of work to be done in the network in the near future, and wished the commission success in its work.
