Full-time students need to register with the e-gov to obtain the status in Compulsory Social Health Insurance

"The issues of the lack of status among full-time students and the occurrence of debts for the expired period of study were discussed by state bodies during a meeting of the IAC on the implementation of Compulsory Social Health Insurance," reports zakon.kz.

As reported at the meeting, the Social Health Insurance Fund is working to assign a temporary privileged status for a month when applying through the Qoldau mobile application 24/7. The status is assigned to citizens with documents confirming their belonging to the privileged category, including by means of reconciliation with government agencies.

This year, 860 full-time students due to the lack of information about them in the information system "National Educational Database" received a temporary privileged status at a time, for a period of one month, from the Fund, using the Qoldau 24/7 mobile application.

To assign the status of insurance in the system of Compulsory Social Health Insurance to students studying in foreign educational institutions, the Fund has worked out the issue of posting on the official websites of the Ministry of Foreign Affairs of the Republic of Kazakhstan and the Embassies of the Republic of Kazakhstan information and explanatory notifications about the need to register as a student through the e-government portal.

At the same time, the Foundation receives appeals with a complaint and supporting documents about the untimely processing by the Ministry of Education and Science of applications of students studying abroad, sent to the portal "Electronic government" through the service "Registration of students studying abroad".

In this connection, the letters were sent to the organization of higher and postgraduate education, the organization of technical and vocational education on the timely updating of data in the information system.

In connection with the end of the academic year, there are risks of dropping out of persons who have reached the age of eighteen from the privileged category of persons, contributions to the Compulsory social health insurance for which are made by the state. For example, students of the Nazarbayev Intellectual Schools who have reached 18 years of age, but are still continuing their education, fall out of the category of students in secondary education organizations, ”the meeting said.

To ensure the coverage of students with the Compulsory Social Health Insurance system, the Ministry of Education and Science of the Republic of Kazakhstan needs to ensure the timely input, update and transmission of data online for students, including those studying abroad, and for students of secondary, technical and vocational, post-secondary education organizations who have reached age 18.

Also, together with interested structures, it is necessary:

• to ensure the regular transmission of information on students of departmental educational institutions;

• to organize work with educational organizations on the timely execution of a voluntary medical insurance contract for immigrants who arrived in Kazakhstan to receive education;

• to check the National Educational Database for the presence of information about foreign students;

• to complete the creation of a database on accounting for medical insurance of foreign students studying in the Republic of Kazakhstan, and to ensure its timely filling in order to exclude cases of their attachment to primary health care organizations and participation in the compulsory social health insurance system;

• to develop and to approve a regulation on establishing responsibility in the context of educational institutions for the timeliness of entering, updating data on students, including those studying abroad, into the National Educational Database and transferring them to the information system of the Ministry of Labor and Social Protection of the Population.
