The meeting of round table took place on the eve of the Constitution Day of the Republic of Kazakhstan in an online format. The theme was “THE CONSTITUTION OF THE REPUBLIC OF KAZAKHSTAN AS THE BASIS OF INTEGRATION OF KAZAKHSTAN SOCIETY”. It was dedicated to the 26th anniversary of the Constitution of the Republic of Kazakhstan. The department "Social disciplines" of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev and the Project Office "Rukhani Zhangyru" were the organizers of the event.
The faculty of the department “Social disciplines”, scientists, political scientists, philosophers, students of AUPET named after Gumarbek Daukeyev took part in the event. The Rector of AUPET named after Gumarbek Daukeyev Saule Sagintayeva opened the round table meeting. She noted that the Constitution defines the basic principles of state structure, protects the rights and freedoms of citizens. Strengthening the friendship of the multinational people of our country and ensuring public harmony, the Constitution is a solid foundation of our independence, the guarantor of successful development and high international prestige of Kazakhstan. The Rector noted the importance of the forum and wished the participants interesting and constructive discussions.
Vice-rector for social and educational work of AUPET named after Gumarbek Daukeyev Serik Kapanovich Makhmutov said that political, economic and social stability, free spiritual development of our society are largely ensured by the action of the Constitution of the Republic of Kazakhstan. When adopting the Constitution, citizens consciously and purposefully make a choice: what the state, the economy should be, what is the priority. Thus, the Basic Law determines the present and future of the country for generations to come. The deputy of the maslikhat of Almaty Abylkasimova Akbope Bakytzhanovna said that it is possible to significantly increase the authority of the Constitution in society only through an active educational policy. Everyone should know about their Constitution, know what rights and responsibilities it defines for us. Therefore, its study should be included in educational programs of all levels: from elementary to higher professional. Then we will not only know more about our Constitution, but also strive to observe and protect it, defend our right to a happy and stable life.
Bolat Zholamanovich Kabdushev – the Head of the Department “Social Disciplines”, Candidate of Historical Sciences, Associate Professor, Head of the Project Office “Rukhani Zhangyru”; Bakdaulet Turdybekovich Berlibayev - Doctor of Historical Sciences, Professor; Kuanysh Shakirtuly Mukhamedzhan - professor, candidate of philosophical sciences, focused on the humanistic essence of the Constitution.
Such important aspects of constitutional construction as: constitution and stability of society; the constitution as a guarantor of the rights and legitimate interests of citizens from threats and factors in the field of public security; the constitution as the basis for the development of the political process in the Republic of Kazakhstan and as the legal basis for the integration of Kazakhstani society were discussed.
The participants of the round table focused on the authors and developers of the current Constitution of the Republic of Kazakhstan. Doctor of Political Sciences, Professor Mukhambedyarova Altynai Tuleuovna said that, at the direction of the Head of State N.A. Nazarbayev, a working group was created to prepare the Basic Law. Famous Kazakhstani lawyers, politicians and scientists: Baurzhan Mukhamedzhanov; Igor Rogov, Anatoly Kotov; Gairat Sapargaliev, Sultan Sartaev, Maidan Suleimenov, Vladimir Kim, Erkesh Nurpeisov, Nagashbai Shaikenov and others were included in which. Also, a group for carrying out legal expertise of the draft Constitution of the Republic of Kazakhstan, headed by the master of jurisprudence, academician of the Academy of Sciences of Kazakhstan S.Z. Zimanov was created.
In 2021, we celebrate the 100th anniversary of the academician of the National Academy of Sciences of the Republic of Kazakhstan Salyk Zimanov. The coryphaeus of legal science, together with other recognized lawyers of the country, was in the team of the First President of the Republic of Kazakhstan Nursultan Nazarbayev and took an active part in the formation of the new Kazakhstani statehood. At the dawn of the formation of independent Kazakhstan, the experience and knowledge of a brilliant lawyer were in great demand. A group of drafters of the new Constitution tried to consider every detail, corrected previous mistakes, bringing to the fore new priorities: the interests, rights and freedoms of every citizen of the country. This is the vital force and consistency of the Basic Law. We had to start developing it in difficult conditions.
Candidate of Philosophy, Associate Professor of the Department of Social Disciplines Abrakhmatova Gulnara Abraikulovna noted that the Constitution for the first time recognized human rights as the highest value and put the freedoms and interests of citizens in the first place. In the Constitution of the Republic of Kazakhstan, the most generalized priorities were listed. In the future, they are filled with specific content in the current legislation. The values enshrined in the Constitution are a guideline for the legal consolidation of the goals, tasks facing the state, and specific legal regulation are a criterion for balancing various interests. The system of constitutional values includes: the foundations of the constitutional system, values that determine the legal status of an individual, as well as the organization of state power.
A student of the group EE-20-16 of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev Dias Tuigumbayev made an interesting report and a presentation. He noted that the Constitution affects the life of every person! The adoption of the Constitution brought stability to society and this is an important historical result. The Constitution of Kazakhstan complies with all democratic principles. It is a fundamental legal document that reflects the political, social, economic and spiritual components of a state. At the end of the event, during a constructive discussion, the round table participants exchanged views and summed up the results.
