The Republican meeting on anti-corruption issues with the Rectors of higher educational institutions
Today, the Republican meeting on combating corruption with rectors of higher educational institutions has been held in Almaty. It was chaired by the Akim of the city Bakytzhan Sagintayev and with the participation of the Chairman of the Anti-Corruption Agency of the Republic of Kazakhstan Sybailas zhemkorlyk karsy kyzmeti / Anti-Corruption Service of the Republic of Kazakhstan Marat Akhmetzhanov and the Minister of Education and Science of the Republic of Kazakhstan Askhat Aimagambetov.
All measures taken in the education and science system to eliminate corruption risks in a complex ensure the effectiveness of prevention and combating corruption in educational institutions.
Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev, from the day of its foundation, has declared itself as a university free from corruption. It has been committed to the principles of academic integrity for over 45 years of its history.
Transparency of processes is ensured through electronic document management. A self-developed educational portal operates at AUPET. The proctoring system, which proved to be effective during midterm controls and exam sessions, was introduced. The system for registering applicants and the selection committee, the processes of the competitive contracting committee of the faculty and settling in the hostel were digitized and integrated into the educational portal.
An important mechanism for preventing corruption is the establishment of a decent payment for the teaching staff. In the last academic year, the salary of the faculty was increased on average by 44% while maintaining the academic hours, professors by 75.6%, associate professors by 40%, senior lecturers by 73.3%, lecturers and assistants by 67%. Thus, the AUPET professor receives an average of 439 thousand tenge per 1 rate; associate professor, docent - 326 thousand tenge; senior lecturers - 312 thousand tenge; assistants and lecturers - 222 thousand tenge, which is significantly higher than in other universities.
The ongoing anti-corruption measures indicate that the anti-corruption consciousness of our society is developing and strengthening. Only the joint efforts of the whole society and the personal responsibility of each citizen can lead to the minimization of this phenomenon.
