Main theses from the speech of the President of the Republic of Kazakhstan Kassym-Zhomart Tokayev

1. The new prime minister of Kazakhstan is Alikhan Smailov. 

He was the deputy of Mamin A.U., and from the moment of the resignation of the government he served as the prime minister.
In 1994, Alikhan Smailov graduated from KazNU named after Al-Farabi with a degree in applied mathematics, and in 1996 he received a master's degree in public administration at KIMEP.

2. The President instructed to declare a 5-year moratorium on increasing the salaries of members of the government, regional akims and deputies;

3.Kassym-Jomart Tokayev considers it necessary to open at least five branches of reputable foreign universities in our country by 2025. At the same time, two branches of universities with a technical bias will be opened in the west of Kazakhstan;

4. The President: “The civil service should be open to any Kazakhstani. The procedure for leaving the civil service should also be simplified. Some non-initiative officials can work in their positions for years. They do not allow young and promising guys to be promoted. They reduce the effectiveness of the state apparatus. Such officials should be dismissed easily."
