            The Almaty tragedy revealed a previously unprecedented threat from international terrorism. We are faced with an attempted coup d'état with the aim of further destroying our statehood. But the Kazakh people, together with the forces of law and order and the army, remained loyal to the President.

            "A terrorist war was unleashed against our country. The enemy showed extreme cruelty and readiness to take any steps. He sowed fear among the population in order to suppress even the very idea of resistance. The plan included a number of different aspects: military, political, ideological, disinformation and so on. ...

            Professionals worked on the preparation (...). We could completely lose control over Almaty. The city was given up to be torn apart. Having lost Almaty, we would have lost the capital, and then the whole country. This is the essence of the tragic events (...) ", - said Tokayev at a meeting of the Mazhilis.

            To ensure the implementation of the course for a cardinal reform of the power structures, the Head of State gave instructions to increase the combat readiness and equipment of the power structures in general, and special forces in particular. According to the Head of State, it is important to strengthen the legal protection of the police. After all, respect for government officials is an important condition for maintaining law and order in the country. In addition, the President announced the completion of the peacekeeping mission of the Collective Security Treaty Organization (CSTO) in Kazakhstan.

            President Kassym-Jomart Tokayev has also set strategic priorities in the development of quality technical education. “We all need to change our attitude towards education. The time for passion for humanitarian specialties is over. Priority should be given to the technical professions. A new generation of engineers and industrialists will have to be trained,” he said.

            The President stressed that the country's new economic policy in the coming period should be primarily related to ensuring a high standard of living and well-being of all Kazakhstanis. For this purpose, Kassym-Jomart Tokayev proposes to revise the format of the Development Bank of Kazakhstan in favor of promoting the development of small and medium-sized businesses in the country, and also to create a public social fund "To the People of Kazakhstan".

            In general, at the moment, Kazakhstani society should be consolidated around the decisions of the Head of State.
