Mission Possible: Prompt action during the January events

From the first hour of the announcement of the introduction of the state of emergency, work in the hostels of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev was transferred to an enhanced mode. The Department of Youth Policy immediately took the following measures to ensure the safety of students living in dormitories and employees of the OES (Operational and Economic Service) serving the hostels:

- admission and exit from the hostel - only with the permission of the curator for educational work, indicating the reason for the exit, accompanied by the curator;

- exit from the hostel - only to the store for the purchase of food, purchase of medicines, personal hygiene items, withdrawal of funds;

- leaving the hostel - only with the permission of the curator for educational work, when submitting an application for permission to leave, providing an identity card of the arrived relative, with a mandatory entry in the journal and a report on arrival at intermediate points and at the destination. In the absence of the necessary documents from the takers, the students were not released from the hostel;

- obligatory registration of data of travelers - ticket, taxi license plate, document data, contacts;

- a list of living students was formed, their placement by rooms and floors, daily monitoring was carried out;

- in order to ensure greater security, students who lived on the first floors of the hostel were relocated to the upper floors.

The above measures made it possible to maximally protect students living in dormitories from all possible threats. With each student who is at home (all regions of Kazakhstan) or lives in Almaty in a rented apartment, work was carried out to clarify the location, health status and need for assistance. This huge work (more than 7,000 students study at the university!) was done by advisers-curators of study groups and deputy directors of institutes.

The rector of the university allocated funds to provide students living in dormitories with basic necessities and food. Also, one-time hot meals were organized. The preparation of hot meals was organized by the staff of the Operational and economic service (Mirzakulov Valikhan Turdikulovich) with the participation of curators and students, which had a positive impact on morale and created excellent leisure time in difficult conditions.

During the absence and unstable operation of the Internet, difficulties arose with cashing out funds. During this period, the curators purchased the necessary products at their own expense. The total amount of expenses exceeded 155,000 tenge.

At the initiative of the Director of the Institute of Information Technology Doszhanova A.A. heads of institutes and a number of other employees (Vice-Rector for Research and Innovation Sauhimov A.A., Director of the Department for Youth Policy Abdullina Z.A., Head of the Department for Educational Work Nurzhan A.N.) collected funds. They were used to reimburse curators and purchase medicines. I would like to express my deep gratitude to the management for instant feedback and assistance, I would like to note the director of the Institute of Thermal Power and Control Systems Begimbetova A.S. for support, personal participation and assistance with food (in addition to a monetary donation, she brought 1 bag of potatoes, 3 kg of carrots, 5 kg of onions, 2 liters of sunflower oil and 10 loaves of bread).

Daily monitoring and work with students in groups has been carried out since January 4 to this day. The Youth Policy Department has planned the following events and training programs:

a) exit from the post-shock state for students, teaching staff, employees;

b) work with students for advisers-curators, deputy directors of institutes, curators for educational work in the hostel.

Currently, these categories of employees are already improving their skills by participating in a series of international webinars “Psychological assistance in a crisis situation”.
