The President of Kazakhstan Kassym-Jomart Tokayev: Together we will build a New Kazakhstan, a Fair Kazakhstan!

On June 5, 2022, a republican referendum on amending the Constitution will be held in the Republic of Kazakhstan. The President Kassym-Jomart Tokayev signed a corresponding decree. He announced this in his video message. “Amendments to the Basic Law are, in fact, crucial for our country. The changes will affect a third of the articles of the Constitution. To put it bluntly, our Constitution will receive a completely new dimension,” the Head of State said.

The constitutional reform is carried out with the aim of a comprehensive transformation of the entire state model. In his speech, the President stated the following:

1) The final transition from a "super-presidential" form of government to a presidential republic with an influential Parliament and an accountable Government;

2) Strengthening the representative branch of power and increasing the subjectivity of maslikhats;

3) Introduction of a mixed majority-proportional model for the election of deputies of the Mazhilis and regional maslikhats;

4) Consolidation of the equidistant status of the President from all political parties and movements;

5) Prohibition for the closest relatives of the President to hold political positions and leadership positions in the quasi-public sector;

6) Creation of the Constitutional Court, consolidation of the status of the Commissioner for Human Rights at the constitutional level, unconditional prohibition of the death penalty;

7) Increasing the level of observance of human rights in Kazakhstan.

The above theses of The President Kassym-Zhomart Tokayev are aimed at publicly securing his program to build a New Kazakhstan. “We will improve the state system, ensure a constructive dialogue between society and the authorities. Thus, we will build the Second Republic. For the successful implementation of these tasks, constitutional reform is necessary. The peculiarity of the current reform is not to strengthen the powers of the President, but to improve, modernize and strengthen the state. I call on everyone to take an active part in the referendum for the sake of the future of our country, for the sake of future generations! I am sure you will support all initiatives based on our national interests. The bright future of our country is in our hands! Our strength is in unity!”, the Head of State concluded his speech with these words.
