AUPET named after Gumarbek Daukeyev has launched a new discipline for Kazakhstan in the field of public procurement
In June 2022, the Academic Council of the Institute of Heat Power Engineering and Control Systems of AUPET named after Gumarbek Daukeyev approved the program (Syllabus) of the new discipline "Organization and Management of Public Procurement" in the educational programs of specialized and scientific and pedagogical master's programs.
This program was developed by an initiative group of AUPET lecturers together with the Public Foundation "Digital Society", an analytical center in the field of public procurement, with the support of the Eurasia Foundation. The development of the program was carried out on the basis of the methodology, logic of presentation and content of the School of Applied Research on Public Procurement, conducted by the Open Contracting Partnership * as part of the “Social Innovations in Central Asia” Program implemented by the Eurasia Foundation with USAID support in 2021-2022.
“Today, public procurement is an important instrument of the state policy for the development of all countries with a market economy, and professional knowledge in this area is in great demand in the public, corporate and private sectors of the economy,” commented Nurgali Rakhmanov, the director of the Digital Society Foundation.
In May of this year, OCP international experts on public procurement finalized the revision of the AUPET Syllabus, peer reviewed its content, integrated a number of OCP developments into the course program together with the developers of the Syllabus.
“We believe that this planned elective course on public procurement will act as a model educational project for universities in Kazakhstan in the field of public procurement and social innovation as part of the development of professionalization of the public procurement system in Kazakhstan,” says a letter addressed to the Rector of AUPET Saule Sagintayeva from the head of the region (Eastern Europe and Central Asia) Victor Nestul's OCP. - I would like to congratulate you on the excellent results of the Syllabus development team. They captured the essence of such an important instrument of the state policy for the development of the country as public procurement, and presented the Syllabus of an optional course on public procurement for students of AUPET master's programs.”
As a result of the work carried out, the Syllabus reflects the latest global trends in the development of the institution of public procurement, is well balanced in methodological terms, practice-oriented and relevant in the context of today's reforms in the field of public procurement and procurement of the quasi-public sector of Kazakhstan.
At the moment, we invite students of AUPET master's programs to take a pilot optional course on public procurement, which is scheduled to start in September 2022.
