The first Forum of Science and Higher Education \"Human capital is a key resource for the development of new Kazakhstan\"
On August 24, 2022, the Forum of Science and Higher Education - 2022 began its work.
The foresight session "Science and higher education in Kazakhstan: points of transformation" takes place within the framework of this two-day Forum. Minister Sayasat Nurbek has spoken about the goals and objectives of foresight research. The result of the new format of communication will be ideas and proposals that will be accepted and implemented by the Ministry of Education and Science of the Republic of Kazakhstan.
The first day of the forum was held for university rectors and heads of Research Institutes in the Foresight session format.
Foresight is a technology and communication format that allows participants to agree on the images of the future, and also, having determined the desired one, agree on actions in its context.
As part of the Foresight session, the teams had to map the future development of science on the topic "Development of scientific teams and investment in scientists." It was necessary to identify current problems, highlight the main ones from them, determine the consequences arising from them, distribute them over the time horizon, see the future and propose solutions on how to achieve them in a rapidly changing world.
The main problems were identified in the foresight:
- the low status of the scientist and the weak role of science in society;
- inefficient financing of science.
The foresight format was useful for university leaders to rethink the ultimate goal of the transformation of science and its role in the formation of a competitive nation.
