ON THE WAY OF DEVELOPMENT OF THE COUNTRY

The meeting of the scientific seminar on the topic: “THE NEW CONSTITUTION IS A POLITICAL MODERNIZATION ON THE PATH OF THE DEVELOPMENT OF THE COUNTRY” was held on the eve of the Constitution Day of the Republic of Kazakhstan in offline and online format. The event was organized by the Department of Social Disciplines of the Almaty University of Power Engineering and Telecommunications named after Gumarbek Daukeyev and the Project Office "Rukhani Zhangyru".

The faculty of the department of social disciplines, scientists, political scientists, philosophers took part in the event. Serik Kapanovich Makhmutov, Vice-Rector for Social and Educational Work of AUPET named after Gumarbek Daukeyev, opened the meeting of the scientific seminar. He noted that the Constitution defines the basic principles of the state structure, protects the rights and freedoms of citizens. Strengthening the friendship of the multinational people of our country and ensuring public harmony, the Constitution is a solid foundation for our independence, a guarantor of successful development and high international prestige of Kazakhstan. According to the vice-rector, political, economic and social stability, free spiritual development of our society are largely ensured by the operation of the Constitution of the Republic of Kazakhstan. By adopting the Constitution, citizens consciously and purposefully make a choice: what should be the state, the economy, which is a priority. Thus, the Basic Law determines the present and future of the country for generations to come. S.K. Makhmutov noted the importance of the scientific seminar and wished the participants of the event an interesting and constructive discussion.

According to the participant of the scientific seminar - the senior lecturer of the department of jurisprudence of the Kazakh National Pedagogical University named after Abai Osmanova Gulayna Zhalalievna, it is possible to significantly increase the authority of the Constitution in society only through an active educational policy. Everyone should know about their Constitution, know what rights and obligations it defines for us. Therefore, its study should be included in educational programs at all levels: from elementary to higher professional. Then we will not only know more about our Constitution, but also strive to observe and protect it, to defend our right to a happy and stable life. Bolat Zholamanovich Kabdushev - head of the department “Social disciplines”, candidate of historical sciences, associate professor, head of the project office "Rukhani Zhangyru"; Bakdaulet Turdybekovich Berlibaev - Doctor of Historical Sciences, Professor; Kuanysh Shakirtuly Mukhamedzhan - professor, candidate of philosophical sciences, focused on the fact that the Constitution is the core of the national political and legal system, the legal basis of the statehood and sovereignty of the country, law and order, the foundation on which all legislation, law enforcement practice, as well as the process state-legal reforms and development of the country.

Such important aspects of constitutional construction as: the constitution and stability of society; the constitution as a guarantor of the rights and legitimate interests of citizens from threats and factors in the field of public security; the constitution as the basis for the development of the political process in the Republic of Kazakhstan and as the legal basis for the integration of Kazakhstani society were discussed. So, according to the doctor of political sciences, professor Mukhambedyarova Altynai Tuleuovna, the Constitution undoubtedly affects the life of every person! The Constitution is a political and legal document that should be sensitive to any fundamental changes that occur in society and the state. This fully applies to the Basic Law of Kazakhstan, which has changed and improved in the process of the country's constitutional development. In the modern era, state and socio-political processes are developing especially rapidly. Such dynamism is also reflected in the modern constitutional processes of our republic. New amendments to the Constitution expand the rights of citizens to participate in the government of the country and to strengthen the protection of civil rights. At the same time, the status of the Parliament of the Republic of Kazakhstan is increasing and its role is being strengthened, the transition from the super-presidential model of governance to the presidential republic is being carried out.

Candidate of Philosophical Sciences, Associate Professor of the Department “Social Disciplines” Abrahmatova Gulnara Abraykulovna noted that the values enshrined in the Constitution are a guideline for the legal consolidation of the goals, tasks facing the state, and specific legal regulation are a criterion for balancing various interests. The system of constitutional values includes: the foundations of the constitutional system, the values that determine the legal status of the individual, as well as the organization of state power. According to the speaker, the constitutional reform will strengthen the representative branch of power, strengthen the system of checks and balances, increase the importance and status of maslikhats. The introduction of a mixed majority-proportional model for the election of deputies to the Mazhilis of the Parliament and regional maslikhats will allow taking into account the entire range of views and opinions of voters. The introduction of a fully majoritarian system for electing deputies to district and city maslikhats will open up opportunities for citizens to more effectively influence life in the regions.

At the end of the event, during a constructive discussion, the participants of the round table exchanged views and summed up, noting that the course towards the liberalization of the political system in the country, the implementation of the concept of a “hearing state” to establish a dialogue between the authorities and the people, must be continued and supported. This is not only a logical continuation of the course towards democratization, but is also a clear signal: the construction of a new fair Kazakhstan has already begun.
