Turganov Diusenbay Nurbayevich

Member of the Mazhilis of the Parliament of the Republic of Kazakhstan

Duisenbay Nurbayevich Turganov (born March 8, 1959, Baichunas village, Guryev Region) is a Kazakhstani statesman and political figure, Candidate of Technical Sciences, Member of the Mazhilis of the Parliament of the Republic of Kazakhstan (since 2021), and former Akim (Mayor) of Atyrau (1999–2002).

In 1981, he graduated from the Alma-Ata Energy Institute with a degree in Electrical Engineering.
In 1991, he graduated from the All-Union Correspondence Financial and Economic Institute (currently the Financial University under the Government of the Russian Federation), majoring in Economics.

He began his professional career in 1981 in the energy sector and advanced from relay protection electrician to senior managerial positions. Over the years, he worked as a foreman and head of the electrical repair unit at the Kok-Dzhon mine, Deputy Head of the Power Supply Department, Chief Power Engineer of the South-East mine, Head of the Power Supply Department, and Chief Power Engineer of the Karatau Production Association.

From 1993 to 1994, he served as General Director of the multi-profile production association of municipal utility enterprises of Karatau city.
From 1994 to 1997, he was First Deputy Akim of Karatau.
From 1997 to February 1999, he served as Akim of the Sarysu District of Zhambyl Region.
From February 1999 to May 2002, he served as Akim of Atyrau.

In 2002, he held the position of President of LLP “Kaspistroiservice.”
From 2002 to 2007, he served as Vice President of JSC “KEGOC.”
From 2007 to 2010, he was Vice Minister of Energy and Mineral Resources of the Republic of Kazakhstan.
From 2010 to 2011, he served as Vice Minister of Industry and New Technologies of the Republic of Kazakhstan.

From 2007 to 2011, he was a Member of the Board of Directors of JSC “Samruk-Energo,”
and from 2011 to 2012, First Deputy Chairman of the Management Board of JSC “Samruk-Energo.”
From 2012 to 2017, he served as First Deputy Akim of Pavlodar Region.

From 2017 to 2021, he held senior executive positions at JSC “Central Asia Electric Power Corporation,” including First Vice President and First Deputy Chief Executive Officer.

On December 4, 2020, he was registered as a candidate for the Mazhilis of the Parliament of the Republic of Kazakhstan from the “Nur Otan” Party.
Since January 14, 2021, he has been a Member of the Mazhilis of the Parliament of the Republic of Kazakhstan of the VII convocation.

He is a Member of the National Scientific Council of the Republic of Kazakhstan and President of the Republican Public Association “Kazakhstan Paralympic Volleyball Federation.”
